As a Registered Nurse, Maureen served as a public health nurse. She understands the essential functions of the Health Department as well as the most efficient ways to get the job done. She also developed expertise in treatment programs for drug and alcohol addiction which is a critical problem in our county and throughout our state and nation. In her first year as a member of the Board of Education, Maureen brought her nursing and legal expertise to bear on the problem of a lack of nursing services in our schools. At the time she came on the Board, Maureen became aware of a particularly dangerous practice. A significant number of students at all grade levels required medication during the school day, but the responsibility for administering even dangerous medications rested on the shoulders of school secretaries who were poorly prepared for the task and were already busy with their secretarial duties. The situation was ripe for disaster and the legal ramifications could no longer be ignored. Further, there was no trained person assigned to attend to children who became ill in school. At the same time, registered nurses were employed to address the needs of students with disabilities but many of these nurses were underutilized as they spent a significant amount of time waiting for their one patient to need their services. Maureen assessed the situation and together with a like-minded member of the County Council obtained support from the Board, the County Executive and the County Council for a pilot project utilizing funds previously allocated to serve a handful of students to provide nursing services to an entire school population. As it expanded from one feeder system to all county schools, the program won recognition as a way to address state and federal mandates and meet the needs of the student population in a creative and cost-effective way. |
